寻乌这位村主任被查处，为何却来纪委道谢？

border-bottom: 18px solid transparent !important;"></section><section data-role="outer" label="Powered by 135editor.com"><section class="_135editor" data-tools="135编辑器" data-id="89720" style="border-width: 0px;border-style: none;border-color: initial;box-sizing: border-box;"><section style="border-style: solid;-webkit-border-image: url(" https:="" mmbiz.qpic.cn="" mmbiz_png="" ianq03uuwgmkxecndadpah4uygwscyfpydgfu5ichbxts468nuhw9lzou2zgac9go3tkjdkiawneydfe9vxtplfq="" 0?wx_fmt="png")" 25="" fill;background-color:="" rgb(255,="" 255,="" 255);color:="" rgb(51,="" 51,="" 51);border-width:="" 15px;padding:="" 5px="" 10px;box-sizing:="" border-box;"=""><section class="135brush" style="width: 100%;vertical-align: top;font-size: 14px;line-height: 30px;box-sizing: border-box;" data-width="100%"><p style="text-indent: 2em;line-height: 2em;text-align: justify;"><span style="font-size: 16px;">7月26日上午，县纪委来了一位特殊的访客。</span></p><p style="text-indent: 2em;line-height: 2em;text-align: justify;"><span style="font-size: 16px;">“廖书记，我专门来拜访你们，感谢你们……”来访者与第七纪工委副书记、监察分局副局长廖卫东的手紧紧地握在一起。他表示，从看守所出来后第一件想做的事情就是来拜访县纪委的领导，感谢县纪委对他的错误行为进行了纠正，让他悬崖勒马，重归正途。</span></p><p style="text-indent: 2em;line-height: 2em;text-align: justify;"><span style="font-size: 16px;">这位来访者刘某曾经是三标乡大小湖岽村的村委会主任。去年10月，刘某因违反中央八项规定精神及廉洁纪律被开除党籍，并于今年3月因挪用公款罪被法院判处拘役四个月。</span></p><p style="text-indent: 2em;line-height: 2em;text-align: justify;"><span style="font-size: 16px;">刘某的事情还得从去年说起。去年年初，县里针对乡镇党风廉政建设情况开展了专项巡察，巡察组发现三标乡大小湖岽村存在财务管理混乱的问题。巡察结束后，调查组对该村的问题进行了调查。刚开始，刘某面对调查组提出的问题，很不以为然。</span></p><p style="text-indent: 2em;line-height: 2em;text-align: justify;"><span style="font-size: 16px;">“你村谁具体负责管钱管账管票据？”</span></p><p style="text-indent: 2em;line-height: 2em;text-align: justify;"><span style="font-size: 16px;">“都是由我负责管理，上一任也是由村委会主任具体管理和经办。”</span></p><p style="text-indent: 2em;line-height: 2em;text-align: justify;"><span style="font-size: 16px;">“你村有没有在村账报销个人费用的情况？”</span></p><p style="text-indent: 2em;line-height: 2em;text-align: justify;"><span style="font-size: 16px;">“有，报销了村干部缴纳社保应由个人支付的部分。这个从2011年就开始这样做了，是村‘两委’班子的集体决策，2012年我当了村委会主任后就延续了以前的做法。”刘某一副理所当然的样子。</span></p><p style="text-indent: 2em;line-height: 2em;text-align: justify;"><span style="font-size: 16px;">“在县城某酒楼的招待费中，19张菜单编号相连，这是怎么回事？”调查组同事出示了一沓点菜凭证。</span></p><p style="text-indent: 2em;line-height: 2em;text-align: justify;"><span style="font-size: 16px;">“因为上了烟酒，乡农经站报不了账，所以叫酒楼写了菜单去报账。这些都是为村里办事的时候大家吃的工作餐，不可能由我个人支付吧！”刘某辩解道。</span></p><p style="text-indent: 2em;line-height: 2em;text-align: justify;"><span style="font-size: 16px;">如此谈话经过好几个回合，刘某尽管能够承认调查组查出的问题，却始终一副“错不在我”的样子。</span></p><p style="text-indent: 2em;line-height: 2em;text-align: justify;"><span style="font-size: 16px;">“这样办下去不行。如果他的思想认识没有到位，那么即使我们把所有的问题都查清楚了，他也不会觉得自己有什么错，只会满腹怨气接受处分而不知悔改。这就违背了我们监督执纪工作‘治病救人’的初衷。”调查组廖书记说。</span></p><p style="text-indent: 2em;line-height: 2em;text-align: justify;"><span style="font-size: 16px;">之后在调查过程中，我们一边取证，一边针对刘某党规党纪方面的知识盲点，及时给他“补课”，每查实一个问题，都让他知其然并知其所以然，让他真正明白，我们查他不是要跟他过不去、故意整他，我们是在挽救他。</span></p><p style="text-indent: 2em;line-height: 2em;text-align: justify;"><span style="font-size: 16px;">功夫不负有心人。刘某的思想认识终于有了转变，开始积极配合调查，详细交待了自己虚开修路费收据套取现金存在村委会账户上、借他人名义套取国家扶贫项目资金存于个人账户等问题。</span></p><p style="text-indent: 2em;line-height: 2em;text-align: justify;"><span style="font-size: 16px;">“当我认识到这些问题的严重性时，我十分后怕，如果纪委不及时来查我，以后每年还有公益林补助款和扶贫项目资金拨付到我们村里，我肯定会继续存进我的个人账户中，继续这样混乱管理，那么不用几年，我所犯的错误就够我把牢底坐穿……我这次来，是真心感谢你们……”</span></p><p style="text-indent: 2em;line-height: 2em;text-align: justify;"><span style="font-size: 16px;">看着刘某一脸诚恳的样子，我在想，自监督执纪“四种形态”广泛运用以来，大家能感受到第一、二种形态体现出来的关心和爱护，而像刘某这样，在第四种形态下，受了处分，进了看守所之后仍然记得来感谢我们的，还是第一个。不过我相信，这绝不会是最后一个。</span></p></section></section></section><p style="text-align: right;"><span style="font-family: 微软雅黑;
