致全县人民群众开展扫黑除恶专项斗争的一封信
<p><br></p><section data-role="outer" label="Powered by 135editor.com"><section class="_135editor" data-tools="135编辑器" data-id="16" style="border-width: 0px;border-style: none;border-color: initial;box-sizing: border-box;"><section class="135brush layout" style="background-color: rgb(252, 248, 227);border-color: rgb(250, 235, 204);color: rgb(138, 109, 59);border-radius: 4px;margin: 10px auto;padding: 15px;box-sizing: border-box;"><p style="text-indent: 2em;text-align: justify;line-height: 2em;">全县广大人民群众：</p><p style="text-indent: 2em;text-align: justify;line-height: 2em;">当前，党中央、国务院发出了开展扫黑除恶专项斗争的号召，在全国各地开展为期三年的严厉打击各类黑恶势力违法犯罪活动。黑恶势力是经济社会健康发展的毒瘤，是人民群众深恶痛绝的顽疾，必须坚决依法予以打击。只有坚决扫除黑恶势力，人民群众才能安居乐业，人民群众获得感、幸福感、安全感才能得到切实保障。</p><p style="text-indent: 2em;text-align: justify;line-height: 2em;">县委、县政府根据中央、省、市部署，将<strong>重点打击以下18类情形的黑恶势力违法犯罪</strong>：</p><p style="text-indent: 2em;text-align: justify;line-height: 2em;">1.威胁政治安全特别是制度安全、政权安全以及向政治领域渗透的黑恶势力;</p><p style="text-indent: 2em;text-align: justify;line-height: 2em;">2.采取暴力、威胁等手段把持基层政权、横行乡里或利用家族、宗族势力欺压残害百姓、称霸一方的“村霸”“乡霸”；</p><p style="text-indent: 2em;text-align: justify;line-height: 2em;">3.破坏农村治安秩序，通过“霸选”“骗选”“贿选”等方式干扰破坏农村基层换届选举、垄断农村经济资源、侵吞农村集体财产的黑恶势力；</p><p style="text-indent: 2em;text-align: justify;line-height: 2em;">4.在征地、租地、拆迁、工程建设等过程中煽动闹事的黑恶势力;</p><p style="text-indent: 2em;text-align: justify;line-height: 2em;">5.在城中村、城乡结合部、流动人口聚集地拉帮结派、寻衅滋事、打架斗殴、强拿硬要、称王称霸，破坏一方治安秩序的黑恶势力;</p><p style="text-indent: 2em;text-align: justify;line-height: 2em;">6.盘踞在商贸集市、农副产品批发、小商品零售、建筑材料等各类市场，欺行霸市，强买强卖，敲诈勒索，暴力收取保护费、看场费、进场费，破坏正常经营秩序的“市霸”“行霸”类黑恶势力;</p><p style="text-indent: 2em;text-align: justify;line-height: 2em;">7.在建筑工地、居民小区强行供应砂石、建材，强装强卸，随意殴打、威胁商户及业主的“砂霸”“水泥霸”类黑恶势力;</p><p style="text-indent: 2em;text-align: justify;line-height: 2em;">8.在客运、货运、仓储物流场所控制运营路线、强拉客源、抢占货源、非法经营、暴力打压竞争对手的“路霸”“货霸”类黑恶势力;</p><p style="text-indent: 2em;text-align: justify;line-height: 2em;">9.寄生在医疗机构、旅游景点、车站等场所强买强卖、敲诈勒索的黑恶势力;</p><p style="text-indent: 2em;text-align: justify;line-height: 2em;">10.在工程建设、交通运输、矿产资源等行业、领域，雇黑佣黑，纠集社会闲散人员，恶意竞标、暴力围标、强揽工程，非法占地、滥开滥采、暴力拆迁、随意殴打群众的黑恶势力;</p><p style="text-indent: 2em;text-align: justify;line-height: 2em;">11.以各种“套路贷”“校园贷”“裸贷”等方式非法高利放贷、暴力讨债的黑恶势力;</p><p style="text-indent: 2em;text-align: justify;line-height: 2em;">12.专门受雇他人插手各类纠纷，采取“摆队形”、“占场子”、威胁恐吓、跟踪滋扰等手段破坏社会秩序的“讨债公司”、“调查公司”、“职业医闹”、“地下出警队”等黑恶势力;</p><p style="text-indent: 2em;text-align: justify;line-height: 2em;">13.操纵、经营“黄赌毒”等违法犯罪活动的黑恶势力;</p><p style="text-indent: 2em;text-align: justify;line-height: 2em;">14.非法制造、买卖、运输、邮寄、存储、持有、私藏枪支、弹药、爆炸物的黑恶势力;</p><p style="text-indent: 2em;text-align: justify;line-height: 2em;">15.暴力传销、非法限制人身自由、强行拉人入伙、劫掠敲诈钱财的黑恶势力;</p><p style="text-indent: 2em;text-align: justify;line-height: 2em;">16.与境外有组织犯罪团伙相互勾连，组织内地人员到境外赌博并在放贷后非法拘禁参赌人员,敲诈勒索出入境商户的黑恶势力;</p><p style="text-indent: 2em;text-align: justify;line-height: 2em;">17.境外黑社会入境发展渗透以及跨国跨境的黑恶势力;</p><p style="text-indent: 2em;text-align: justify;line-height: 2em;">18.有关领导干部和国家工作人员充当黑恶势力“保护伞”等。</p><p style="text-indent: 2em;text-align: justify;line-height: 2em;">扫黑除恶是一场人民战争，必须依靠人民群众积极参与，真诚希望您提供有价值的线索，我们一定重拳出击，依法严惩，坚决打赢扫黑除恶这场硬仗。敬请广大人民群众积极行动起来，检举揭发各类黑恶势力违法犯罪线索。举报线索经查证属实后将给予举报人一定的奖励；对于举报人的个人信息和人身安全，政法机关将实行严格保密和保护措施。 </p><p style="text-indent: 2em;text-align: justify;line-height: 2em;">平安建设靠大家，平安成果惠万家。感谢您对扫黑除恶专项斗争工作的参与、支持、配合、监督，通过扫黑除恶专项斗争，寻乌一定会更加和谐稳定，平安幸福，一定会扫出风清气正、朗朗乾坤。</p><p style="text-indent: 2em;text-align: justify;line-height: 2em;">举报电话：</p><p style="text-indent: 2em;text-align: justify;line-height: 2em;">0797-8391533（市扫黑办）</p><p style="text-indent: 2em;text-align: justify;line-height: 2em;">0797-8300126（市公安局）</p><p style="text-indent: 2em;text-align: justify;line-height: 2em;">0797-2851104（县扫黑办）</p><p style="text-indent: 2em;text-align: justify;line-height: 2em;">0797-2852110或110（县公安局）</p><p style="text-align: center;line-height: 2em;text-indent: 0em;">寻乌县扫黑除恶专项斗争领导小组办公室</p><p style="line-height: 2em;text-indent: 0em;text-align: center;"><span style="text-indent: 0em;caret-color: red;">2018年4月</span><span style="text-indent: 0em;caret-color: red;"> </span><span style="text-indent: 0em;caret-color: red;"> </span></p></section></section></section><p></p>
