16px;'>要坚持目标导向和问题导向相结合，重点围绕农村基层宣传思想文化工作和精神文明建设谁来做、做什么、怎样做的问题，充分发挥县级党委和政府统筹协调、组织实施的重要作用，推动农村基层党组织履行好组织、宣传、凝聚、服务群众的重要职责。要调动各方力量、整合各种资源，最大限度凝聚人心、聚合力量，充分发挥好新时代文明实践中心的学习功能、活动功能、服务功能。其中，学习是核心，活动是生命，服务是根本，一切工作的出发点和落脚点都在于服务群众。</span></p><p 66);'>——要明确新时代文明实践中心怎么建。</span></strong>群众的需要就是我们工作的目标。只有人民群众的评判、群众的获得感，才是评价新时代文明实践中心建得好不好的唯一标准。要把建设新时代文明实践中心与使用“学习强国”学习平台紧密结合起来，加强线上线下互动，不断拓展工作方法，让更多群众用上学习平台的丰富资源，让更多群众愿意来、留得住、有获得感。要充分发挥农村“五老”和理事会的积极作用，积极探索村民自治的新路子，始终坚持以人民为中心的发展思想。</span><span
