style='letter-spacing: 1px;'> 1.申报受理。符合复种条件的果园，按照属地管理原则，果农应向果园所属乡（镇）政府申报，根据面积大小如实填写《柑橘恢复种植申报审批表》，乡（镇）农业技术推广综合站作为受理单位应做好登记、汇总、上报等工作。</span></span></p><p mpa-is-content="t"><span style='letter-spacing: 1px;color: rgb(0, 0, 0);'> 2.审批权限。果园必须经审批同意后方可进行恢复，申报面积在50亩以下（含50亩）的果园，由乡（镇）政府自行审批，报县林业、水保、果业部门备案；果园面积在50亩以上的由乡（镇）政府初审认可后，报送县林业、水保、果业部门进行联合审批，林业部门审查是否符合林地开发有关规定，水保部门审查是否落实有关水土保持措施，果业部门审核指导标准生态建园技术方案及认定是否供应柑橘无病毒苗木。</span></p><p mpa-is-content="t"><span style='letter-spacing: 1px;color: rgb(0, 0, 0);'> 3.审批程序。（1）勘查。乡（镇）受理建园申报3个工作日内，安排当地林业工作站会同包村干部、村干部、村级果技员实地勘查，现场核查果园面积、复种环境、水保措施等，填写《寻乌县柑橘复种果园现场勘查表》；（2）公示。勘查结果在果园所属村委会公示栏公示5天，公示期满无异议后再行审批；（3）审批。50亩以下（含50亩）的果园，乡（镇）人民政府根据勘查和公示情况在1个工作日之内审批，并将审批结果报县林业、果业、水保部门备案；50亩以上的果园，经乡（镇）人民政府初审认可后报送县林业局，县林业局于3个工作日之内会同县果业、水保部门联合审批；（4）告知。审批认可后要及时告知业主，若申报材料不全或不符合复种条件的，也应对业主一次性书面告知不予审批的理由。</span></p><p
