color: rgb(38, 38, 38); font-family: 黑体;">一、调整背景</span></h3><p style="text-indent: 43px; line-height: 37px;"><span style="color: rgb(38, 38, 38); font-size: 16px; font-family: 仿宋_GB2312;">现行《赣州市寻乌县城市总体规划（2014-2030）》于<span style="font-family: 宋体;">2012</span>年启动编制，并于<span style="font-family: 宋体;">2016</span>年<span style="font-family: 宋体;">9</span>月获得批复。寻乌县总体规划作为寻乌县城市发展和建设的纲领性文件，实施以来有效的指导了寻乌县城市建设。但是，近年来随着经济社会的高速发展，寻乌县委县政府提出了“活力、富裕、生态、和谐”新寻乌的战略部署。</span></p><p style="text-indent: 43px; line-height: 37px;"><span style="color: rgb(38, 38, 38); font-size: 16px; font-family: 仿宋_GB2312;">同时，寻乌县十三五规划中提出做好前期工作推动瑞梅铁路项目建设。打造好城市名片，充分挖掘《寻乌调查》等红色文化资源的底蕴与内涵，发展红色旅游项目。抓住全省建设生态文明先行示范区的历史机遇，大力实施“生态立县，绿色崛起”战略，努力创建生态文明先行示范县。推进基础设施与公共服务设施建设，提升城市品质，落实就业优先战略，实施更加积极有效的就业政策。</span></p><p style="text-indent: 43px; line-height: 37px;"><span style="color: rgb(38, 38, 38); font-size: 16px; font-family: 仿宋_GB2312;">结合这一系列的新形势新要求，寻乌县提出了一系列近期急需建设的重大基础设施项目及民生工程，尤其以瑞梅铁路重大基础设施建设项目及中宣部对口支援的寻乌幸福小镇扶贫攻坚项目为重点。但由于其中有7项基础设施项目及民生工程超出了现行总规的建设用地范围，需按照《中华人民共和国城乡规划法》、江西省自然资源厅《关于切实加强过渡期土地利用总体规划和城市总体规划实施工作的指导意见》、《过渡期“两规”融合评估报告及局部调整方案成果要求》等文件精神对寻乌县总体规划进行局部调整。</span></p><h3 style="margin-top: 10px; font-size: 16px; font-family: 仿宋_GB2312;">由于瑞梅铁路线形调整，原寻乌火车站地块需进行调整搬迁，规划新寻乌火车站位于新桥组团西侧，南临瑞梅铁路，北与城北三路延长线相连。项目占地面积2公顷，超出<span style="font-family: 宋体;">14</span>版总规城市建设用地<span style="font-family: 宋体;">2</span>公顷，规划用地性质为交通枢纽用地（<span style="font-family: 宋体;">S3</span>）。地块指标来源于原寻乌火车站。</span></p><p style="text-indent: 43px; font-size: 16px; font-family: 仿宋_GB2312;">寻乌幸福小镇位于寻乌县城黄坳工业组团的西侧，项目占地面积6.67公顷，超出<span style="font-family: 宋体;">14</span>版总规城市建设用地<span style="font-family: 宋体;">6.29</span>公顷。本次局部调整方案将其用地性质调整为二类居住用地。调入指标来源于城北长举组团。</span></p><p style="text-indent: 43px;
