margin-top: 12px; font-size: 14px; letter-spacing: 1.5px; padding: 1em; text-align: justify; line-height: 1.75em; box-sizing: border-box;'><section style='text-align: center; line-height: 1.75em; text-indent: 0em;'><span style='font-size: 15px;color: #000000;'><span class="wxart_image" wx-style='display:inline-block;width: 100%;height: auto;'></span></span></section><section style='line-height: 1.75em;text-indent: 0em;'><span style='font-size: 15px;color: #000000;'><br></span></section><p style='text-indent: 2em;line-height: 1.75em;'><span style='font-size: 15px;color: #000000;'>为切实保护耕地促进粮食生产，维护国家粮食安全，根据《中华人民共和国土地管理法》《中华人民共和国农村土地承包法》《基本农田保护条例》等法律法规的有关规定，现就加强耕地保护促进粮食生产的有关事项通告如下:</span></p><p><br></p><p style='text-indent: 2em;line-height: 1.75em;'><span style='font-size: 15px;color: #000000;'>一、从通告发布之日起，<span style='color: rgb(192, 0, 0);'><strong>基本农田禁止新种植柑橘、猕猴桃等多年生作物，今年已种植百香果的明年必须无条件退出。</strong></span>已在耕地上假植柑橘、百香果等苗木的，须在2020年4月20日之前完成上山移栽(因不可抗力或其他特殊原因，不能或无法按规定时间完成的除外)</span></p><p><br></p><p style='text-indent: 2em;line-height: 1.75em;'><span style='font-size: 15px;color: #000000;'>二、<span style='color: rgb(192, 0, 0);'><strong>禁止任何单位和个人在耕地内建窑、建房、建坟、挖砂、采石、采矿、取土、堆放固体废弃物或者进行其他破坏基本农田的活动</strong></span>。禁止任何单位和个人占用基本农田发展林果业和挖塘养鱼。</span></p><p><br></p><p style='text-indent: 2em;line-height: 1.75em;'><span style='font-size: 15px;color: #000000;'>三、<span style='color: rgb(192, 0, 0);'><strong>禁止闲置、抛荒耕地。</strong></span>耕地季节性抛荒和长年抛荒的，承包农户须立即进行复垦，并种植粮食作物，否则取消该承包户耕地地力保护补贴和稻谷补贴，待复耕后再重新纳入补贴范围。连续2年弃耕抛荒的，由发包单位终止承包合同，收回发包的耕地。</span></p><p><br></p><p style='text-indent: 2em;line-height: 1.75em;'><span style='font-size: 15px;color: #000000;'>四、农户可以采取耕地流转、签订托管协议等方式，交给有条件的新型经营主体(种植大户、公司、合作社)等实行耕地集中经营，也可以交由村集体，签订协议托管经营。对通过流转复垦的抛荒耕地，<span style='color: rgb(192, 0, 0);'><strong>一律种植粮食作物(如水稻、玉米、红薯、大豆)，禁止种植其它农作物。</strong></span></span></p><p><br></p><p style='text-indent: 2em;line-height: 1.75em;'><span style='font-size: 15px;color: #000000;'>五、任何单位和个人不得以农业开发或其他名义违法违规占用耕地，对造成耕地环境破坏、影响农作物生长的，将<span style='color: rgb(192, 0, 0);'><strong>依法严肃处理，并责令恢复原种植环境</strong></span>。</span></p><p><br></p><p style='text-indent: 2em;line-height: 1.75em;'><span style='font-size: 15px;color: #000000;'>六、对已经办理审批手续的非农业建设占用耕地，1年内不用而又可以耕种的，可以由原耕种该耕地的村集体或个人恢复耕种，也可以由用地单位组织耕种；1年以上未动工建设的，将依法收取土地闲置费；连续2年未使用的，经原批准机关批准，由县人民政府无偿收回该耕地地块的土地使用权。</span></p><p><br></p><p style='text-indent: 2em;line-height: 1.75em;'><span style='font-size: 15px;color: #000000;'>七、<span style='color: rgb(192, 0, 0);'><strong>鼓励在耕地上种植水稻等粮食作物。</strong></span>对耕地上种植粮食作物、复垦抛荒耕地用于种植粮食作物的，按照《中共寻乌县委办公室 寻乌县人民政府办公室关于印发寻乌县2020年防止耕地抛荒发展粮食生产工作实施方案的通知》(寻办字〔2020〕10号)相关规定予以奖补。</span></p><p><br></p><p style='text-indent: 2em;line-height: 1.75em;'><span style='font-size: 15px;color: #000000;'>八、<span style='color: rgb(192, 0, 0);'><strong>县自然资源局、县农业农村局等单位要加强巡逻、执法，对违法问题进行严肃查处。</strong></span></span></p><p><br></p><p style='text-indent: 2em;line-height: 1.75em;'><span style='font-size: 15px;color: #000000;'>九、本通告由县自然资源局、县农业农村局进行解释。</span></p><p><br></p><p style='text-indent: 2em;line-height: 1.75em;'><span style='font-size: 15px;color: #000000;'>十、本通告自发布之曰起施行</span></p><p><br></p><p style='text-indent: 2em;line-height: 1.75em;'><span style='color: #c00000;'><strong><span style='font-size: 15px;'>监督举报电话：0797-2847779、0797-2841296</span></strong></span></p><p><br></p><p><br></p><p style='text-align: right;'><strong><span style='color: #000000;font-size: 15px;'>2020年3月16日</span></strong></p></section></section></section></section></section></div><p></p>
