2em;"><strong><span style="font-size: 15px;color: #000000;">1.全面落实任务。</span></strong><span style="font-size: 15px;color: #000000;">要紧盯粮食生产目标任务（见附件1），落实县、乡、村、组的具体责任人，抢抓时机把面积全面落实到户到田块，确保全市粮食播种面积达到750.9万亩、总产量达到51.8亿斤以上。要逐级建立粮食生产任务落实情况台账，乡镇台账具体到村组、农户和田块，经政府主要领导签字背书、加盖公章后，4月10日前报县政府备案；县（市、区）台账具体到乡镇和村组，经政府主要领导签字背书、加盖公章后，4月15日前报市政府备案。</span></p><p><br></p><p style="line-height: 2em;"><strong><span style="font-size: 15px;color: #000000;">2.抓实抛荒耕地恢复种植。</span></strong><span style="font-size: 15px;color: #000000;">压紧压实遏制耕地抛荒属地责任，由县（市、区）负总责，推进有条件的抛荒地全面恢复种植水稻。实行耕地地力保护补贴与农民保护耕地责任相挂钩，对弃耕抛荒超过两年（含两年）的，暂停该承包户耕地地力保护补贴发放，待复耕后重新纳入补贴范围。鼓励村集体组织集中流转抛荒耕地，采取托管服务、代耕代种等方式，流转给有耕种能力的农户、合作社或经营主体耕种。</span></p><p><br></p><p style="line-height: 2em;"><strong><span style="font-size: 15px;color: #000000;">3.大力推进“单改双”。</span></strong><span style="font-size: 15px;color: #000000;">要迅速组织力量，逐村逐户开展农户种植意向调查。对耕地立地条件好的，要引导农户应种尽种、种满种尽，努力扩大种植面积。对目前意向种植一季稻的，要引导动员发展双季稻种植。要加快推进高标准农田建设，按时保质完成建设任务，确保及时投入使用。要抢抓早稻播种育秧时机，不误农时开展翻耕整地、播种育秧等作业，确保全市早稻面积稳定在270.8万亩以上。统筹其他粮食作物生产，对耕地地力条件差的，要引导种植薯类、豆类、玉米等其他高效稳产粮食作物。</span></p><p><br></p><p style="line-height: 2em;"><strong><span style="font-size: 15px;color: #000000;">4.全力保障农资供应。</span></strong><span style="font-size: 15px;color: #000000;">要对现有库存农资开展全面摸底清查，对照粮食特别是早稻生产需求，及时组织种子等农资调配，确保货源充足、品种齐全，确保不误农时。对早稻生产种子调配有困难的，由市里统一协调解决。要打通农资供应和农机作业堵点，鼓励开展“点对点”生产配送，确保农资运得出生产一线、供应到消费一线。要加强农资市场监管，严厉打击制假售假、哄抬物价等坑农害农行为，确保农民买得到放心农资。</span></p><p style="line-height: 2em;"><strong><span style="font-size: 15px;color: #000000;">5.推广良种良法。</span></strong><span style="font-size: 15px;color: #000000;">要大力推广株两优39、株两优538等一批品质好、产量稳的优质稻品种，示范推广籼粳杂交稻、再生稻和晚稻早种品种，扩大优质稻种植比重。坚持绿色高质高效导向，大力推广集中育秧、绿色防控等高质高效增产技术，着力提高粮食产量。鼓励推广“中稻+再生稻”、稻油轮作等节水抗旱栽培模式，引导农民增施有机肥、种植绿肥、秸秆还田，培肥耕地地力，实现可持续利用。</span></p><p><br></p><p style="line-height: 2em;"><strong><span style="font-size: 15px;color: #000000;">6.加快品牌创建。</span></strong><span style="font-size: 15px;color: #000000;">要充分利用富硒资源调查成果，发挥富硒土壤资源优势，规划建设一批富硒粮食基地，扩大富硒区域粮食种植面积。加快制定富硒粮食生产技术规程，推进富硒大米标准化、规范化生产。大力实施“中国好粮油”行动，发挥绿色生态优势，发展“名、优、特、新”粮食产品。加大宣传推介力度，唱响赣南富硒大米等品牌，推动粮食产业转型升级,带动种粮农户增收增效。</span></p><p><br></p><p style="line-height: 2em;"><strong><span style="font-size: 15px;color: #000000;">7.强化社会化服务。</span></strong><span style="font-size: 15px;color: #000000;">要针对劳动力不足问题，支持各类新型经营主体、社会化服务组织与小农户对接，组织农机作业，为种植主体提供机耕、机插等配套服务。鼓励成立土地托管合作社，加快土地流转，通过代耕代种、联耕联种、统防统治等形式，推进粮食适度规模经营和集约化生产。鼓励各地出台扶持政策，积极培育粮食生产大户，力争今年全市50亩以上规模种粮大户达到1000户以上，大户种粮面积达到20万亩以上。继续实施贫困户种粮扶持政策，强化主体联结带动作用，保障贫困户获得稳定收益。</span></p><p><br></p><section 2em;"><strong><span style="font-size: 15px;color: #000000;">8.落实政策措施。</span></strong><span style="font-size: 15px;color: #000000;">产粮大县奖励资金要确保不少于20%的资金用于发展早稻生产。强化补贴资金监管，加快耕地地力保护补贴资金的拨付进度，及早发放到户。坚持“谁种植补贴谁”的原则，及时将稻谷补贴资金落实到种植户。优化农机服务，引导农民使用“江西农机补贴APP”，便利申请办理农机购置补贴。全面落实稻谷最低收购价政策，完善农业保险、水稻保险等，降低粮食生产风险，保护农民种粮收益。</span></p><p><br></p><p style="line-height: 2em;"><strong><span style="font-size: 15px;color: #000000;">9.强化防灾减灾。</span></strong><span style="font-size: 15px;color: #000000;">牢固树立抗灾夺丰收思想，加强自然灾害和重大病虫害监测预警，及时发布监测信息。加强抗灾救灾技术指导，确保灾前、灾时、灾后各项技术服务工作及时到位，将灾害损失降低到最低限度。加强农情灾情调度，及时准确核实灾情，落实生产救灾资金。强化稻瘟病、稻水象甲、草地贪夜蛾、非洲蝗虫等重大植物疫情阻截防控，坚决遏制扩散蔓延。</span></p><p><br></p><p style="line-height: 2em;"><strong><span style="font-size: 15px;color: #000000;">10.加强工作考核。</span></strong><span style="font-size: 15px;color: #000000;">各地要提高政治站位，切实履行粮食安全属地责任。要将粮食生产纳入各县（市、区）高质量发展考核、落实粮食安全省长责任制以及现代农业攻坚战考核的重要内容，提高粮食播种面积和产量的考核权重。强化考核结果应用，对落实粮食生产好的，列入市级及时奖，给予一定资金奖励；对落实工作不力的，现代农业攻坚战考核后排，并进行通报约谈。</span></p><p><br></p><p style="line-height: 2em;"><strong><span style="font-size: 15px;color: #000000;">11.强化督促指导。</span></strong><span style="font-size: 15px;color: #000000;">市级组建由县处级领导干部带队的粮食生产督促指导组，每个组挂点1个县（市、区），从现在开始包干督导粮食生产工作，每周一督导、半月一通报，及时发现问题、督促整改到位。各地要相应成立督促指导组，巡回乡镇、村组进行督促指导，确保粮食生产各项工作落到实处。切实加大好做法、好经验及典型事例的宣传力度，努力营造大力发展粮食生产的浓厚氛围。</span></p><p><br></p><p
