text-align: justify;'><span style='letter-spacing: 2px;'> 7月初，记者深入寻乌县多个乡村探访，解读新时代文明实践的“寻乌答卷”。</span></section><section style='line-height: 2em; text-indent: 0em;'><span style='letter-spacing: 2px;'><strong>整合阵地资源，打造便民惠民服务平台</strong></span></section><section style='line-height: 2em; text-align: justify;'><span style='letter-spacing: 2px;'> 宽敞的文化广场一侧，矗立着一幢精致的三层楼洋房，在周围建筑中显得特别惹眼。7月2日下午，记者走进寻乌县吉潭镇吉潭村，眼前的这幢建筑，据介绍，是该村整合党群服务中心、综合文化服务中心、社区养老服务中心等基层阵地资源，精心打造的吉潭村新时代文明实践站。</span></section><section style='line-height: 2em; text-align: justify;'><span style='letter-spacing: 2px;'> 记者在楼中看到，上下三层分布着线下学习室、乒乓球室、红色点歌厅、志愿者工作室以及棋牌室、舞蹈室、书法美术室等文体活动室，各项功能齐全、设施完备。下午3时起，文明实践站开始热闹起来，一群群老年人或在红色点歌厅唱歌，或在舞蹈室跳舞，或在活动室看“学习强国”；青少年有的在打球锻炼，有的在看书学习；到了晚上，多支广场舞队伍在文化广场上随着音乐跳动，更是热闹非凡。这里每天人头攒动，文化气息浓厚，已然成为吉潭村人民精神生活的共同家园。</span></section><section style='line-height: 2em; text-align: justify;'><span style='letter-spacing: 2px;'> 服务群众零距离，其背后是平台的便民化。近年来，寻乌县坚持“就近就便、便民惠民”的原则，整合现有资源，用活现有场所，形成阵地共建、信息共享、成果共用的立体化融通格局。该县一方面对农村阵地资源进行全面整合，建设党群服务中心、新时代文明实践站、综合文化服务中心、社区养老服务中心“四合一”文明实践综合体。另一方面，鼓励布局分散或人口较多的自然村，利用闲置校舍、祠堂及村民闲置房屋等场所，建设新时代文明实践点，形成一站多点的“1+N”阵地体系。目前，全县建立了新时代文明实践中心（所、站）436个，实现了县、乡、村全覆盖，做到了群众在哪里，阵地就建在哪里。</span></section><section style='line-height: 2em; text-align: justify;'><span style='letter-spacing: 2px;'> “学习强国”线下学习室是寻乌县文明实践的一大特色。该县充分发挥“学习强国”学习平台用户服务中心设在寻乌的优势，在全县所有村（居）新时代文明实践站设立了“学习强国”线下学习室。寻乌县长宁镇强国社区党支部书记赵琼香对记者说，强国社区是寻乌第一个设立“学习强国”线下学习室的社区（村），针对农村老人、小孩多，不会使用智能手机进行线上学习的问题，社区成立了“强国”志愿宣讲团，将“学习强国”学习平台每日最新的重点内容，通过投屏等方式给群众观看，引导群众读，从而打通宣传群众、教育群众、服务群众“最后一公里”，取得了初步成效。</span></section><section style='line-height: 2em; text-align: justify;'><span style='letter-spacing: 2px;'> 为丰富新时代文明实践站学习资源，寻乌县还探索推进了“两中心一平台”融合。通过融通“学习强国”学习平台、新时代文明实践中心、融媒体中心的功能作用，利用各村（社区）村村通广播进行“天天播报”，用“接地气”的方式，让“高大上”的理论“飞入寻常百姓家”，实现了文明实践与群众生产生活实际高度粘合。</span></section><section style='line-height: 2em; text-align: justify;'><span style='letter-spacing: 2px;'> “民法维护老有依，没有子女也安乐；养老提供新思路，彰显民法典传承……”7月2日上午，寻乌县“百姓名嘴”王焕平清亮的山歌声，在澄江镇周田村新时代文明实践站响起，吸引了一大批村民前往聆听。</span></section><section style='line-height: 2em; text-align: justify;'><span style='letter-spacing: 2px;'> 王焕平是土生土长的周田村人。从小热爱山歌的他，前几年开始把党的政策、法律知识、乡风文明等内容与当地传唱的山歌调结合起来，自编自唱了一批独具特色的山歌。王焕平的山歌很快就得到了村民的认可和喜爱，群众亲切地称他为“山歌老王”。</span></section><section style='line-height: 2em; text-align: justify;'><span style='letter-spacing: 2px;'> 王焕平是近年来寻乌县推出的“百姓名嘴”之一。据寻乌县委宣传部介绍，为更好地宣传党的创新理论，寻乌县专门出台了《新时代文明实践理论宣讲实施方案》。该县新时代文明实践中心从全县挖掘、选拔、培养了一批政治觉悟和理论水平高、表达能力强，能用乡音乡语、山歌故事等宣讲理论、分析形势的“百姓名嘴”。目前，该县涌现了“山歌老王”“番薯娘”“百香姐”“扶贫哥”等一批宣讲人才，“百姓名嘴”宣讲队已有成员18人。同时，该县还打造了“理论先导”“党员先锋”“技术专家”“法润乡风”“学习强国”“百姓名嘴”“文艺轻骑兵”“小小少年”“最美巾帼”“追梦青年”等10支特色宣讲队。</span></section><section style='line-height: 2em; text-align: justify;'><span style='letter-spacing: 2px;'> 在记者多天的采访中，每到一地，都能遇见“理响寻乌”宣讲团，在各村新时代文明实践站开展“决胜全面小康，决战脱贫攻坚”巡回宣讲。这个由各村驻村第一书记、乡镇干事、贫困户组成的“理响寻乌”宣讲团，结合自身的工作生活经历，用亲切朴实、通俗易懂的语言，生动多样的形式，讲述了一个个感人的扶贫脱贫故事，进一步激发了当地党员干部战斗在扶贫一线的工作热情，以及群众不甘贫穷、感恩奋进的斗志。</span></section><section style='line-height: 2em; text-align: justify;'><span style='letter-spacing: 2px;'> 7月3日上午，南桥镇高排村新时代文明实践站前绿意盎然的广场上，30多名党员、干部、驻村工作队队员、志愿者、当地村民代表等，举行了一场“我向国旗报个到”活动。该村党建宣传员陈佛海告诉记者，村里每周一都会在这里开展“我向国旗报个到”活动，升国旗仪式后，还会在国旗下开展宣讲活动。在充满仪式感的氛围下，大家的感恩意识和爱国情怀被充分激发。</span></section><section style='line-height: 2em; text-align: justify;'><span style='letter-spacing: 2px;'> 赣南苏区振兴发展与脱贫攻坚战取得的巨大成就，让寻乌人民深切感恩党、感恩习近平总书记。寻乌县在新时代文明实践活动中，因势利导，大力开展感恩教育活动。通过开展“我向国旗报个到”“我到实践站打个卡”“我为孝老尽份心”等活动，营造爱国爱党、崇德向善的良好社会氛围。同时，全县积极组织开展感恩主题文艺演出，生动展现了党和政府开展脱贫攻坚、乡风文明工作带来的农村新变化、农民新风貌，让群众在轻松愉快的情境中增强了自信心和认同感。</span></section><section style='line-height: 2em; text-align: justify;'><span style='letter-spacing: 2px;'> 采访中记者发现，寻乌县各村（居）新时代文明实践站的外墙上，“以人民为中心”几个大字颇为显眼。近年来，寻乌县以人民需求为中心，不断创新文明实践活动形式，在全县广泛开展以“寻源、寻福、寻味、寻梦”为主题的文明实践志愿活动，用“小切口”宣传“大思想”，增强新时代文明实践活动的吸引力、引导力和影响力，使文明实践更接地气、更具活力、更有温度。</span></section><section style='line-height: 2em; text-align: justify;'><span style='letter-spacing: 2px;'> 在南桥镇南龙村新时代文明实践站，有个房间摆满了脸盆、水桶、洗手液、洗衣液以及大米、食用油等商品，乍一看还以为是小卖部。经询问得知，原来这里是文明实践站的积分兑换室，村民凭参加新时代文明实践活动赚取的积分，每月可到这里来兑换相同分值的商品。</span></section><section style='line-height: 2em; text-align: justify;'><span style='letter-spacing: 2px;'> “参加产业技能培训，每次积1分；推荐到乡镇且被评为文明家庭的，积5分……”该村党建宣传员谢萍指着墙上张贴的《南龙村新时代文明实践家庭积分办法》告诉记者，表上详细列举出村民参加活动的积分办法，她的一项重要工作就是将村民的积分登记到一本本新时代文明实践积分存折上。</span></section><section style='line-height: 2em; text-align: justify;'><span style='letter-spacing: 2px;'> 推行新时代文明实践积分制，是寻乌县的又一重大举措。该县统一出台积分管理指导意见，统一制作管理积分卡，将村（居）常住家庭全部纳入积分考核，对参加文明实践活动、志愿服务活动及获得各级各类表彰的家庭计入文明实践积分，将积分情况作为民主评议党员、群众创评、乡贤评选的重要依据，村民还可凭积分参与文明实践各项奖励兑换活动。此举充分激发群众的内生动力，调动广大党员干部、群众参与文明实践、助推乡村振兴的积极性、主动性。</span></section><section style='line-height: 2em; text-align: justify;'><span style='letter-spacing: 2px;'> 此外，该县推广了活动清单机制。以活动评分的形式，激励各文明实践所（站）结合传统节日、季节更替、乡风民俗等，开展“客家小食制作比赛”“果品品鉴”“亮家训传家风”等本地特色活动，通过互动性好、体验感强的活动，推动文明实践活动常态化开展。该县还推行了融入乡村治理机制，将新时代文明实践工作融入乡村治理体系，在各村设立百姓说事点，常态化开展屋场会、乡村夜话等活动，广泛收集社情民意，及时有效地解决群众身边的矛盾纠纷和合理诉求。</span></section><section style='line-height: 2em;
