font-family: 仿宋_GB2312; box-sizing: border-box !important;'>学校体育场馆开放主要面向本校学生、学区内学生、学校周边社区居民和社会组织。学校应根据本校体育场馆的面积、设施设备的数量和开放的承受能力，合理确定开放对象范围和容量。</span></p><p style='max-width: 100%; min-height: 1em; line-height: 39px; text-indent: 43px; box-sizing: border-box !important;'><span style='max-width: 100%; font-family: 楷体_GB2312; box-sizing: border-box !important;'>（四）场馆开放的内容。</span><span style='max-width: 100%; font-family: 仿宋_GB2312; box-sizing: border-box !important;'>学校室外场地设施，如操场、球场、田径场跑道等要先行开放；室内场馆设施开放，由学校提出并报上级教育行政部门确定。对于高危险性体育项目场地，由县级人民政府根据当地实际确定。学校可以根据维持设施运营的需要向使用设施的开放人群收取必要的费用，收费标准应经当地物价监管部门核准，并向社会公示。对青少年学生、老年人、残疾人等实行免费。鼓励委托第三方专业机构运营。鼓励各县（市、区）整体统筹规划县（市、区）属学校体育场馆开放的运营方式，探索适合当地实际的运营模式。</span></p><p style='max-width: 100%; min-height: 1em; line-height: 39px; text-indent: 43px; box-sizing: border-box !important;'><span style='max-width: 100%; font-family: 楷体_GB2312; box-sizing: border-box !important;'>（五）开放学校的进入方式。</span><span style='max-width: 100%; font-family: 仿宋_GB2312; box-sizing: border-box !important;'>开放学校周边居民需持有效身份证件到所在学校登记备案后，在学校开放时段进出学校体育场馆健身。单位、社会团体应采用预约的方式，在公示开放时间段里，经学校同意后按时前往学校参加健身或比赛。</span></p><p style='max-width: 100%; min-height: 1em; line-height: 39px; text-indent: 43px; box-sizing: border-box !important;'><span style='max-width: 100%; font-family: 楷体_GB2312; box-sizing: border-box !important;'>（六）开放学校的经费扶持。</span><span style='max-width: 100%; font-family: 仿宋_GB2312; box-sizing: border-box !important;'>按照分级负担、各有侧重的原则。各地教育部门要加大学校场馆设施建设与开放的经费投入，多途径筹措经费，不断改善学校体育场馆设施条件，支持学校体育场馆开放。各地体育部门要根据实际情况，安排必要的资金，支持学校体育场馆对外开放所致场馆日常运转和设施设备维修。可利用彩票公益金加大对开放学校的补贴，安排一定比例的资金作为场馆开放社会体育指导员工作经费。开放场馆学校所收取的费用，要严格按照财务制度进行规范管理，主要用于补贴设施运营等。同时，鼓励和探索引入社会资本参与学校体育场馆对外开放工作。</span></p><p style='max-width: 100%; font-family: 仿宋_GB2312; box-sizing: border-box !important;'>建立和完善学校体育场馆向社会开放的长效机制，按照属地管理原则，领导协调相关部门，切实解决学校体育场馆开放过程中的难点问题。引领辖区中小学校体育场馆向社会开放工作开展，形成“政府主导、部门配合、学校负责、社区参与、循序渐进、齐抓共管”的工作局面。</span></p><p style='max-width: 100%; box-sizing: border-box !important;'>各级教育、体育行政部门要协调同级综治、公安、卫健等部门建立健全关于加强学校体育场馆开放安全保卫方面的工作机制，加强场馆开放治安管理和安全保障。学校要协调周边社区和街道制定场馆开放的安保实施方案和突发事故紧急处置预案，落实安全风险防范措施，加强开放时段治安巡查，做好场馆开放后的校园安全保障工作。落实县级以上人民政府根据国家有关规定为开放学校购买专项责任保险，鼓励引导学校购买体育运动场馆及健身设施向社区居民开放的公众责任保险。</span></p><p style='max-width: 100%;
