text-indent: 2em; text-align: justify;'><span style='letter-spacing: 2px;'>“我家人都在北京，如果说不想回家肯定是假话。在寻乌扶贫4年多来，纯朴善良的赣南人民始终把我当成亲人，感恩奋进的他们激励着我，让我深深地爱上这片红土地，不舍离去……”前不久，在参加赣州市“决胜全面小康 决战脱贫攻坚”宣讲时，他的这番肺腑之言让台下听众为之感动。他，就是中华全国供销合作总社派驻寻乌县晨光镇高布村第一书记吉志雄。</span></section><p style='text-indent: 0em; line-height: 2em; text-align: justify;'><span style='letter-spacing: 2px;'> 日前，记者见到吉志雄时，他正在村中蔬菜大棚里指导贫困户进行田间管理。瘦小的身材，坳黑的皮肤，朴素的衣着，要不是说话满口京腔，记者以为他是当地老表。</span></p><p style='text-align: center; text-indent: 0em; line-height: 2em;'><strong><span style='letter-spacing: 2px;'>三次留任 难舍老区</span></strong><span style='letter-spacing: 2px;'></span></p><p style='text-indent: 0em; line-height: 2em; text-align: justify;'><span style='letter-spacing: 2px;'> “爸爸，你什么时候回来呀！我和妈妈、弟弟好想你。”“燕燕，你要听妈妈的话，看好弟弟，过段时间爸爸就回来看你们。”走出蔬菜大棚，吉志雄接到10岁女儿燕燕的微信视频。北京与赣州相隔几千里，视频见面成为吉志雄和家人的情感纽带。</span></p><p style='text-indent: 0em; line-height: 2em; text-align: justify;'><span style='letter-spacing: 2px;'> 现年42岁的吉志雄，从军17年，曾参加过“九八抗洪”，对江西情有独钟。2013年12月转业至中华全国供销合作总社工作。2016年1月，吉志雄主动请缨，告别怀孕3个月的妻子和6岁的女儿，从北京来到高布村担任驻村第一书记。</span></p><p style='text-indent: 0em; line-height: 2em; text-align: justify;'><span style='letter-spacing: 2px;'> 上任伊始，摆在吉志雄面前的是一个“烂摊子”：2015年，高布村建档立卡贫困户达104户383人，村集体经济收入为零。这块“硬骨头”怎么啃？</span></p><p style='text-indent: 0em; line-height: 2em; text-align: justify;'><span style='letter-spacing: 2px;'> 村民富不富，关键看支部；经济强不强，要看领头羊。吉志雄先听取29名党员建议，组织党员干部参观学习，让他们在参观中开阔了眼界、理清了思路，原本不和谐的党群关系、干群关系、同事关系逐渐得到改善。曾因扶贫工作不力受到诫勉问责的村党支部书记，换届时以最高票连任；曾因同事关系紧张、多次提出辞职的村委会主任，被评为寻乌县优秀村委会主任；曾软弱涣散的村党支部，连续4年被评为先进党支部。</span></p><p style='text-indent: 0em; line-height: 2em; text-align: justify;'><span style='letter-spacing: 2px;'> 2017年1月，原定派驻任期已到，吉志雄却没有返回单位，继续留在高布村扶贫。</span></p><p style='text-indent: 0em; line-height: 2em; text-align: justify;'><span style='letter-spacing: 2px;'> 2018年12月，高布村退出贫困村，他仍选择留下，他想：“高布村还有贫困户没有脱贫，我不能走！”</span></p><p style='text-indent: 0em; line-height: 2em; text-align: justify;'><span style='letter-spacing: 2px;'> 今年1月，高布村所有贫困户脱贫，他终于离开赣州回到北京。不料，面对突如其来的新冠肺炎疫情，他又义无反顾重返寻乌。他说：“今年是脱贫攻坚关键之年，既然回来就不走了，我要与乡亲们携手奔小康。”</span></p><p style='text-align: center; text-indent: 0em; line-height: 2em;'><span style='letter-spacing: 2px;'><span class="wxart_image" wx-style='display:inline-block;'></span></span></p><p style='text-indent: 0em; line-height: 2em; text-align: justify;'><span style='letter-spacing: 2px;'> 带着对乡亲们的牵挂，2月2日凌晨，吉志雄告别家人，孤身一人冒雪从京城逆行回村。回村后，14天隔离期间，他通过电话积极对接供销总社防疫物资，为高布村提供消毒液、洗手液、洁厕剂等防疫物资重达1吨多；他个人出资2万余元购买了2000余只N95和KN95口罩，捐给高布村全体村民和应急救护中心，并通过寻乌红十字会向武汉红十字会捐款6600元，用于购买防疫物资。隔离结束后，吉志雄与镇村干部日夜奋战在抗疫一线。</span></p><p style='text-indent: 0em; line-height: 2em; text-align: justify;'><span style='letter-spacing: 2px;'> 吉志雄说：“4年来，我见证了赣南老区到处都是活跃跃的创造，到处都是日新月异的进步。我已深深地爱上了这片红土地。”</span></p><p style='text-indent: 0em; line-height: 2em;'><br></p><p style='text-indent: 0em; line-height: 2em;'><strong><span style='letter-spacing: 2px;'>“志智”双扶 助拔穷根</span></strong><span style='letter-spacing: 2px;'></span></p><p style='text-indent: 0em; line-height: 2em; text-align: justify;'><span style='letter-spacing: 2px;'> 回顾4年的驻村生活，吉志雄感慨万千。</span></p><p style='text-indent: 0em; line-height: 2em; text-align: justify;'><span style='letter-spacing: 2px;'> 高布山多路小、产业单一，是多年的“空壳村”。初到高布，他便开始走村入户搞调研，下到田间地头拉家常。了解到山高路远是制约高布村发展的难题后，吉志雄便四处奔波争取项目，决定先从改善道路和村容村貌入手。从村主干道到进组入户支路，处处硬化，组组亮化，目前村内共修路6.5公里，入户小道硬化达到100%，安装路灯200盏。</span></p><p style='text-align: center; text-indent: 0em; line-height: 2em;'><span style='letter-spacing: 2px;'><span class="wxart_image" wx-style='display:inline-block;'></span></span></p><p style='text-indent: 0em; line-height: 2em; text-align: justify;'><span style='letter-spacing: 2px;'> 吉志雄明白，脱贫必须要有产业。于是，经考察学习，他多方争取资金，先后为高布村建起了高标准大棚蔬菜、小龙虾、百香果、光伏和脐橙育苗等5个扶贫产业基地。基地采取“公司+村集体+合作社+基地+农户”模式，让农户与企业形成利益共同体，推动贫困群众资源变资产，使贫困户务工挣薪金、入股拿分红、土地流转获租金。</span></p><p style='text-indent: 0em; line-height: 2em; text-align: justify;'><span style='letter-spacing: 2px;'> 在吉志雄和扶贫工作队队员的带领下，2018年12月，高布村退出贫困村；2019年12月，高布村贫困户全部脱贫。到2019年底，高布村引入项目资金累计超过3500万元，村集体经济收入从零增加到45万元，人均年收入从2800元增加到8000元。</span></p><p style='text-indent: 0em; line-height: 2em; text-align: justify;'><span style='letter-spacing: 2px;'> 在吉志雄的协调下，中华全国供销合作总社下属企业纷纷在高布村开展“志智”双扶行动。中国农业生产资料集团公司在高布村打造了提供农药、化肥、种子的“农资现代农业服务中心”；中国供销农产品批发市场控股有限公司为高布打造了提供蔬菜种植技术培训的“中国农批服务三农技能培训中心”……村民在服务中心学习农业种植、养殖、加工等技术，思想观念实现转变，劳动技能得到提升。</span></p><p style='text-indent: 0em; line-height: 2em; text-align: justify;'><span style='letter-spacing: 2px;'> 如今，高布村民变了。脱贫户林小燕多年悉心照顾年迈多病的养母，被市妇联评为“最美女儿”；脱贫户刘华安勤劳致富后，被村民选为村委会委员；脱贫大学生刘长城考取高布村的扶贫专干；5名大学生应聘了驻村公司的扶贫专员……越来越多的高布人怀着脱贫致富的信心，积极参与到扶贫事业中。</span></p><p style='text-align: center;
