<section class="" label="Copyright © 2015 Yead All Rights Reserved." style="line-height: 25.6px; max-width: 100%; color: rgb(62, 62, 62); box-sizing: border-box !important;"><section style="margin-top: 10px; margin-bottom: 10px; padding-left: 20px; max-width: 100%; box-sizing: border-box; border: 1px dashed rgb(204, 204, 204);"><section class="" style="padding: 10px; max-width: 100%; box-sizing: border-box; border-left-width: 7px; border-left-style: solid; border-left-color: rgb(179, 2, 2);"><p><strong>刘行宾/文 徐世秋/图</strong><strong style="font-size: 16px;"></strong></p></section></section></section><p></p><p><br></p><p></p><section class="wx96Diy" data-source="bj.96weixin.com" style="padding-right: 5px; padding-left: 5px; border: 1px dashed transparent; line-height: normal;"><section style="box-sizing: border-box; border-width: 0px; border-style: none; border-color: initial;"><section style="box-sizing: border-box;"><section class="96wx-bdc" style="padding: 10px; border-width: 2px; border-style: solid; border-color: rgb(216, 40, 33); box-sizing: border-box;"><p><span style="font-size: 16px;"></span></p><p><span style="font-size: 16px;"></span></p><p><span style="font-size: 16px;"></span></p><p style="text-align: center;"><strong><span style="font-size: 16px; color: rgb(255, 41, 65);">一、进村</span></strong></p><p><br></p><p><span style="font-size: 16px;">寻乌的冬天是温暖的。</span></p><p><br></p><p><span style="font-size: 16px;">2017年1月6日下午，温琦、吉志雄和寻乌县供销社主任袁晓红又一次来到了晨光镇高布村一级贫困户刘月明、低保户严传娣的家中，亲切询问她们的生产、生活情况。</span></p><p><br></p><p></p><p><br></p><p><span style="font-size: 16px;">当严传娣听说温琦挂职期满，将于1月26日返回北京时，眼里充盈着不舍的泪水：“闺女，我真舍不得你走啊！”</span></p><p><br></p><p><span style="font-size: 16px;">寻乌是革命老区，1930年5月，毛泽东曾在这里作过大规模的农村调查。如今，人口只有32万的寻乌虽然号称“稀土王国”，但因为了保护资源不能开采，财政在全省倒数第一。而晨光镇高布村又是寻乌县一个偏远的贫困村，全村467户1685人。2015年，村里有贫困户102户381人。</span></p><p><br></p><p><span style="font-size: 16px;">为了深入贯彻习近平总书记关于扶贫开发工作的重要指示精神，2015年12月2日，中华全国供销合作总社党组书记、理事会主任王侠强调，要充分发挥供销合作社服务“三农”的优势，全力做好扶贫开发工作，为打赢脱贫攻坚战、全面建成小康社会作出积极的努力。</span></p><p><br></p><p></p><p><br></p><p><span style="font-size: 16px;">根据习总书记的指示和王侠主任的要求，按照中组部的统一安排，2016年1月12日，温琦和吉志雄分别从北京商业管理干部学院和全国供销总社直属机关党委来到了寻乌挂任县委常委、副县长，寻乌县晨光镇副镇长、高布村第一书记。</span></p><p><br></p><p><span style="font-size: 16px;">到达寻乌县委报到的那天，寻乌县委书记柯岩松关切地问他们有没有什么要求，他们的回答很干脆：“我们是来做事的。”</span></p><p><br></p><p><span style="font-size: 16px;">之后，他们沿着蜿蜒的山路颠簸着来到了全国供销总社精准扶贫点——高布村。</span></p><p><br></p><p></p><p><br></p><p><span style="font-size: 16px;">一到村里，他们就走村串户搞调查，逐家逐户摸家底。通过调查走访，他们发现高布村四面环山、基础设施差、不通公路、产业单一是村民致贫的根本原因。</span></p><p><br></p><p><span style="font-size: 16px;">于是，一种特殊的责任感和使命感集结在他们心头。</span></p><p><br></p><p><span style="font-size: 16px;">为了尽快改变村里的落后面貌，带领村民们脱贫致富，他们作出了第一个决定：温琦白天下到村里，晚上住到县里负责制订、传达、协调相关扶贫政策，吉志雄住在镇里、村里负责了解村民的意愿，倾听村民的心声。</span></p><p><br></p><p><span style="font-size: 16px;">从寻乌县城到高布村虽然只有40多公里，但路途十分颠簸，温琦每周去村里都得一个多小时。尽管如此，她每周仍然坚持着，因为颠簸的土路和村民对脱贫的渴望，让她感到肩上担子的沉重和责任的重大。刚到村里，她水土不服，就带上止痒药品；她语言不通，就带上村干部当“翻译”。如今，她不仅可以听懂客家话，还可以用客家话和村民拉家常了。</span></p><p><br></p><p></p><p><br></p><p><span style="font-size: 16px;">吃住在镇里、村里的吉志雄，因为长年住在村里，县里给他的住房已经有了明显的霉味。在刚开始与村民的交往中，有的村民叫他去喝酒、玩牌、喝歌，他不去，村民不仅对他不理解，而且无法接受这个外来的“第一书记”。通过与村干部的交流，他清醒地认识到，在扶贫工作中，“必须学会‘站进去’、‘站出来’，因为客家人已有的传统文化，不可能因为自己的性格而改变。于是，吉志雄把困惑变为清醒的把握。</span></p><p><br></p><p><span style="font-size: 16px;">通过“站进去”真诚的帮扶和“站出来”不瞎指挥，很快，他便赢得了村民的信任。</span></p></section></section><section><section data-width="0px"></section><section data-width="0px" style="margin-top: -18px; margin-right: auto; margin-left: auto; border-color: transparent transparent rgb(254, 254, 254); border-style: solid; border-width: 10px; height: 0px; width: 0px; color: inherit; box-sizing: border-box;"></section><section class="96wx-bdbc" data-width="0px" style="margin-top: -15px; margin-right: auto; margin-left: auto; border-color: transparent transparent rgb(216, 40, 33); border-style: solid; border-width: 10px; float: none; height: 0px; width: 0px; box-sizing: border-box;"><br></section></section></section></section><p></p><p></p>
