<p style="text-align: left;"><span style="font-family: 宋体, SimSun; text-indent: 28px;"> 为加快我县柑橘产业科学有序恢复，助推我县高质量脱贫，结合我县实际，9月10日，县委、县政府印发《关于推进柑橘产业恢复助推脱贫攻坚的实施意见（试行）》（以下简称实施意见）。</span></p><section data-role="outer" label="Powered by 135editor.com" style="font-family: 微软雅黑;"><section data-role="paragraph" class="_135editor" style="border-width: 0px;border-style: none;border-color: initial;box-sizing: border-box;"><p style="text-align: center;"></p><p style="text-indent: 28px;line-height: 2em;"><span style="font-family: 宋体, SimSun;">该实施意见的工作目标是围绕县委、县政府“柑橘为主，多元发展”的决策部署，按照“严防控、抓复种、做示范、强品牌、促增收”的工作思路，扎实抓好柑橘黄龙病防控，稳步推进柑橘产业恢复，带动群众持续稳定增收。</span></p><p style="text-indent: 28px;line-height: 2em;"><span style="font-family: 宋体, SimSun;">以下是实施意见中的柑橘产业扶持奖励政策：</span></p><p style="text-indent: 28px;text-align: justify;line-height: 2em;"><span style="font-family: 宋体, SimSun;font-size: 18px;color: #00b0f0;"><strong>（一）在册贫困户享受以下扶持奖励政策：</strong></span></p><p style="text-indent: 28px;text-align: justify;line-height: 2em;"><span style="font-family: 宋体, SimSun;"><strong>1.对新恢复种植的贫困户：</strong></span></p><p style="text-indent: 28px;text-align: justify;line-height: 2em;"><span style="font-family: 宋体, SimSun;"><strong>（1）</strong><strong>建园补助</strong>。符合复种条件，并经村、乡（镇）验收合格的，一次性给予<strong>500元/亩</strong>的建园补助。</span></p><p style="text-indent: 28px;text-align: justify;line-height: 2em;"><span style="font-family: 宋体, SimSun;"><strong>（2）</strong><strong>免费供应苗木。</strong>符合复种条件的，经申报后，按“先买后补”程序免费供应无病毒容器苗木或假植一年以上柑橘无病毒大苗（<strong>大苗株数限定在150株/户以内</strong>），2017年已享受苗木补助的不得重复享受此项奖励政策。</span></p><p style="text-indent: 28px;text-align: justify;line-height: 2em;"><span style="font-family: 宋体, SimSun;"><strong>（</strong><strong>3</strong><strong>）</strong><strong>造林</strong><strong>补助。</strong>种植山顶“戴帽”林及果园隔离防护林达到验收标准的，经林业部门验收合格后，一次性给予<strong>500元/亩</strong>的补助。</span></p><p style="text-align: center;line-height: 2em;text-indent: 0em;"><span style="font-family: 宋体, SimSun;"></span></p><p style="text-indent: 28px;text-align: justify;line-height: 2em;"><span style="font-family: 宋体, SimSun;"><strong>（</strong><strong>4</strong><strong>）</strong><strong>信贷扶持。</strong>符合复种条件的，按寻办字〔2017〕25号有关产业扶贫信贷政策的规定，给予金融信贷扶持及贴息补助。</span></p><p style="text-indent: 28px;text-align: justify;line-height: 2em;"><span style="font-family: 宋体, SimSun;"><strong>2.对尚有收益且柑橘黄龙病防控较好的贫困户：</strong></span></p><p style="text-indent: 28px;text-align: justify;line-height: 2em;"><span style="font-family: 宋体, SimSun;"><strong>（1）</strong><strong>防控补助。</strong>主动清除病树，配合乡（镇）、村做好柑橘黄龙病防控工作的，给予<strong>100元/亩·年</strong>的补助。</span></p><p style="text-indent: 28px;text-align: justify;line-height: 2em;"><span style="font-family: 宋体, SimSun;"><strong>（2）</strong><strong>免费供应苗木。</strong>经申报后，按“先买后补”程序免费供应无病毒容器苗木或假植一年以上柑橘无病毒大苗（<strong>大苗株数限定在150株/户以内</strong>），2017年已享受苗木补助的不得重复享受此项奖励政策。</span></p><p style="text-indent: 28px;text-align: justify;line-height: 2em;"><span style="font-family: 宋体, SimSun;">贫困户一年内累计享受的农业产业奖补金额（含柑橘产业扶贫补助款）<strong>限定在6000元以内</strong>。</span></p><p style="text-indent: 28px;text-align: justify;line-height: 2em;"><span style="font-family: 宋体, SimSun;font-size: 18px;color: #00b0f0;"><strong>（二）对其他个人（企业、合作社）扶持政策：</strong></span></p><p style="text-indent: 28px;text-align: justify;line-height: 2em;"><span style="font-family: 宋体, SimSun;"><strong>1.</strong><strong>苗木补助。</strong>符合复种条件的，经申报后，按“先买后补”程序免费供应无病毒容器苗木。</span></p><p style="text-indent: 28px;text-align: justify;line-height: 2em;"><span style="font-family: 宋体, SimSun;"><strong>2.</strong><strong>建园补助。</strong>按建园标准质量高低分类补助。</span></p><p style="text-indent: 28px;text-align: justify;line-height: 2em;"><span style="font-family: 宋体, SimSun;">（1）柑橘标准化精品样板示范园：经市级验收合格后，给予<strong>20万元</strong>的补助。</span></p><p style="text-indent: 28px;text-align: justify;line-height: 2em;"><span style="font-family: 宋体, SimSun;">（2）市级柑橘标准化生态示范园：经市级验收合格后，给予<strong>10万元</strong>补助。</span></p><p style="text-indent: 28px;text-align: justify;line-height: 2em;"><span style="font-family: 宋体, SimSun;">（3）县级柑橘标准化生态示范园：经县级验收合格后，给予<strong>5万元</strong>补助。</span></p><p style="line-height: 2em; text-indent: 2em;"><span style="font-family: 宋体, SimSun;">（4）其他基地补助：参照县农业产业基地建设有关文件执行。</span></p><p style="text-align: center;line-height: 2em;text-indent: 0em;"></p><p style="text-indent: 28px;text-align: justify;line-height: 2em;"><span style="font-family: 宋体, SimSun;"><strong>3.造</strong><strong>林补助。</strong>种植山顶“戴帽”林及果园隔离防护林达到验收标准的，经林业部门验收合格后，一次性给予<strong>500元/亩</strong>的补助。</span></p><p style="text-indent: 28px;text-align: justify;line-height: 2em;"><span style="font-family: 宋体, SimSun;"><strong>4.</strong><strong>品牌补助。</strong>对新创立的无公害农产品、绿色农产品、有机农产品，分别给予一次性2万元、3万元、3万元奖励，对获得中国驰名商标的企业给予一次性10万元奖励。对有自主品牌的柑橘营销类电商企业，年销售额达一千万元以上的企业给予一次性2万元的奖励。</span></p><p style="text-indent: 28px;text-align: justify;line-height: 2em;"><span style="font-family: 宋体, SimSun;">对不配合柑橘黄龙病防控工作，造成失管、半失管果园的种植户或合作社、联合体，乡（镇）建立台账，列入“黑名单”管理，并取消享受农业产业补助政策（含柑橘产业补助政策）。</span></p><p style="text-indent: 28px;text-align: justify;line-height: 2em;"><span style="font-family: 宋体, SimSun;font-size: 18px;color: #00b0f0;"><strong>（三）对</strong><strong>行政村</strong><strong>建立集中柑橘苗木假植扶贫基地的享受以下政策：</strong></span></p><p style="text-indent: 28px;text-align: justify;line-height: 2em;"><span style="font-family: 宋体, SimSun;"><strong>（1）假植苗木网棚补助：</strong>经乡镇申报，县产业扶贫领导小组同意，用于集中假植贫困户大苗所建的大棚，按<strong>20元/平方米</strong>的标准给予一次性补助（面积按每户贫困户150株以内，每亩假植3000株测算，超出部分不予补助）。2017年已享受苗木补助和网棚补助的贫困户不再列入集中假植扶贫基地。</span></p><p style="text-align: center;line-height: 2em;text-indent: 0em;"><span style="font-family: 宋体, SimSun;"></span></p><p style="text-indent: 28px;text-align: justify;line-height: 2em;"><span style="font-family: 宋体, SimSun;"><strong>（2）假植苗木抚育补助：</strong>按<strong>8元/株</strong>给予一次性补助。</span></p><p style="text-indent: 28px;text-align: justify;line-height: 2em;"><span style="font-family: 宋体, SimSun;font-size: 18px;color: #00b0f0;"><strong>（四）</strong><strong>对</strong><strong>乡（镇）</strong><strong>清理失管果园实行经费奖励：</strong></span></p><p style="text-indent: 28px;text-align: justify;line-height: 2em;"><span style="font-family: 宋体, SimSun;">采取整村推进方式，全面清理失管果园，经自主申报，现场验收合格的，按病树<strong>2元/株</strong>给予奖励。</span></p><p style="text-indent: 28px;text-align: justify;line-height: 2em;"><span style="color: #00b050;"><strong><span style="font-family: 宋体, SimSun;">此前已出台的《寻乌县柑橘扶贫专项实施方案》（寻办字54号）中的相关扶持奖励政策相应取消。</span></strong></span></p></section></section><p></p>
