text-indent: 2em; line-height: 2em;"><span style="font-family: 微软雅黑, "Microsoft YaHei";">征地区片综合地价由土地补偿费和安置补助费两部分组成，按《江西省人民政府关于公布全省征地区片综合地价的通知》（赣府字〔2020〕9号）规定，构成比例各占50%。土地补偿费可由被征收单位按比例分配给被征收土地使用人，也可全部补偿至土地使用人，安置补助费必须全部补偿至土地使用人。</span></p><p style="margin-top: 5px; box-sizing: border-box; text-indent: 2em; line-height: 2em;"><span style="letter-spacing: 1.8px; text-indent: 2em; font-family: 微软雅黑, "Microsoft YaHei";">征地区片综合地价不包括法律规定被征地农民养老保险缴费补贴、征地涉及的青苗和地上附着物等补偿费用。征地区片综合地价是征收农村集体土地补偿的重要参考依据，实际征收土地补偿费用不得低于此标准。各乡（镇）、各部门要高度重视，严格标准，认真实施。非农建设用地需要收回国有农用地、未利用地，符合国家规定的，参照执行临近农村集体土地征地区片综合地价给予补偿。大中型水利、水电工程建设征收土地的补偿费标准，按国家有关规定执行。</span></p><p style="margin-top: 5px; box-sizing: border-box; text-indent: 2em; line-height: 2em;"><br></p><p style="line-height: 2em;"><strong><span style="font-family: 微软雅黑, "Microsoft YaHei";">二、严格执行被征地农民养老保险制度。</span></strong></p><p><br></p><p style="line-height: 2em;"><span style="font-family: 微软雅黑, "Microsoft YaHei";">继续执行被征地农民养老保险缴费补贴资金预存制度。在县自然资源部门进行用地报批时，以报批征收实际土地面积计算，由县财政局按不低于6000元/亩的标准，预存至被征地农民养老保险缴费补贴资金专户。各乡（镇）、各部门要按照“应保尽保”的原则，将被征地农民纳入养老等社会保障体系，保障被征地农民原有生活水平不降低、长远生计有保障。</span></p></section><section data-role="paragraph" class="_135editor"><p><br></p><p style="line-height: 2em;"><strong><span style="font-family: 微软雅黑, "Microsoft YaHei";">三、统筹做好新老征地补偿标准的衔接过渡。</span></strong></p><p><br></p><p style="line-height: 2em;"><span style="font-family: 微软雅黑, "Microsoft YaHei";">新修正的土地管理法于2020年1月1日起实施，在2020年1月1日至本通知公布之日期间新实施的征地项目，如按《寻乌县人民政府办公室关于调整和规范全县征地补偿标准的通知》（寻府办字〔2015〕170号）规定执行的，需按本次公布的区片综合地价标准及时补齐差价。本次征地补偿标准公布实施后，需严格按照新的征地补偿执行，各乡（镇）、各部门要针对新征地补偿标准实施后可能发生的情况和问题，研究制定工作预案，建立纠纷处理与协调机制，做好宣传和解释工作，防止引发社会矛盾。</span></p><p><br></p></section><section data-role="paragraph" class="_135editor"><p style="line-height: 2em;"><strong><span style="font-family: 微软雅黑, "Microsoft YaHei";">四、加强对实施新征地补偿标准的组织领导。</span></strong></p><p><br></p><section style="box-sizing: border-box; text-indent: 2em;" class=""><p style="line-height: 2em;"><span style="font-family: 微软雅黑, "Microsoft YaHei";">征地补偿工作政策性强、涉及面广，事关广大被征地农民群众的切身利益，事关全县社会和谐稳定，事关全县社会经济发展大局。各乡（镇）、各部门务必要高度重视，加强组织领导，压实工作责任，严格依法履行征地程序，做好调查确认、听证、公告、社会稳定风险评估等工作，充分保障被征地群众的知情权、参与权、监督权和申诉权。在具体征地工作过程中，要确保征地补偿费用及时足额支付到位，坚决防止截留、拖欠、挪用征地补偿费用的情况发生，一经发现，将严肃处理并追究其责任。县自然资源局要加强对征地实施工作的业务指导，加大政策解读、培训和宣传。</span></p></section><p style="margin-top: 10px;
